ПОЛОЖЕНИЕ

о проведении  праздника

«Масленица — проводы русской зимы»

 

1.Цели и задачи

 

1.1. Организация активного культурно — массового отдыха жителей Черноярского района.

1.2. Популяризация массовой культуры и спорта, приобщение населения к истории, традициям и культуре района.

1.3. Развитие художественной самодеятельности среди населения района.

  1. Организация и проведение праздника

 

2.1.Общее руководство и подготовка праздника возлагается на Оргкомитет, сформированный администрацией муниципального образования «Черноярский район».

2.2. Непосредственное проведение праздника возлагается на отдел по делам культуры, молодежи, физкультуры и спорта администрации муниципального образования «Черноярский район».

 

  1. Место и время проведения

 

3.1. Площадь им. Ленина с. Черный Яр, в  10:00  часов  25 февраля 2017  года.

 

  1. Порядок проведения праздника

 

4.1. 08:00 до 09:00 – размещение площадок  организаций, учреждений;

       09:00 до 10:00 —  розыгрыш  лотереи;

       10:00  – торжественное открытие праздника;

       10:00 до 12:00  – народное гулянье;

       11:00 до 12:00  – подведение итогов конкурсов, награждение участников;

       12:00  – сжигание чучело «Масленица».

4.2. В рамках проведения районного праздника будут организованы конкурсы:

       — «Лучшая масленичная площадка»;

       —  Лучшая  кукла «Сударыня   Масленица — 2017»;

       — спортивные игры и забавы.

 

  1. Награждение победителей

 

5.1. По окончании  праздника «Масленица — проводы русской зимы», победители  во всех соревнованиях и конкурсах праздника награждаются дипломами и подарками.

5.2. Спонсоры соревнований и конкурсов праздника могут учредить призы в дополнительных номинациях.

  1. Финансовые условия

      6.1. Расходы по подготовке и организации  праздника несет администрация МО «Черноярский район» согласно мероприятиям муниципальной  программы «Развитие культуры и сохранение культурного наследия Черноярского района на 2015-2020 годы».

     6.2. Расходы участников, связанные с подготовкой и проведением  праздника,  несут участники или командирующие их организации.

                                           7.Заявки  на участие

 

  • Заявки на участие в соревнованиях и конкурсах подаются при регистрации, на месте их проведения.  Предварительные заявки, с указанием названий соревнований и конкурсов, необходимо направить в отдел по делам культуры, молодежи, физкультуры и спорта администрации МО «Черноярский район» до  22 февраля 2017 года по адресу: Астраханская область, с. Черный Яр, ул.М.Жукова, д.11 или на электронный адрес: molod.admcherjar@mail.ru, по телефону: 2-10-61.

Положение

о конкурсе на  лучшую масленичную куклу

«Сударыня  Масленица —  2017»

  1. Общее положение

    • Конкурс на лучшую куклу «Сударыня  Масленица – 2017» проводится в рамках подготовки и проведения  праздника «Проводы зимы».

    • Организатором конкурса является администрация муниципального образования «Черноярский района».

    • Масленица – первая закличка Весны. Это веселое празднество, посвященное проводам, изгнанию Зимы и встрече весеннего Солнца. Кукла «Масленица» — обязательный атрибут этого праздника, т.к. она является символом уходящей Зимы.

  2. Цели и задачи конкурса.

    • Повышение интереса к народной культуре, расширение знаний о народных традициях, праздниках.

    • Привлечение черноярцев к совместной созидательной деятельности, развитие инициатив в сфере прикладного творчества, расширение партнерских связей.

    • Выявление и поощрение лучших мастеров-авторов оригинальных масленичных кукол.

  3. Участники конкурса.

    • К участию в конкурсе приглашаются все желающие.

    • Участниками конкурса могут быть как индивидуальные авторы кукол, так и авторские коллективы.

    • Количество работ, предоставляемых участниками на конкурс,

не более 3-х штук.

  1. Требования, предъявляемые к работам.

    • Допускается использование для изготовления куклы любых материалов.

    • В костюме куклы возможно соблюдение традиционных мотивов  и оригинальное авторское решение.

    • Необходимо предусмотреть возможность установки куклы на открытой площадке. Куклы должны иметь устойчивую подставку: крестовину, удлиненный шест, специальную опору.

    • Кукла должна сопровождаться этикеткой с указанием фамилии, имени автора (ов) и наименования работы.

  2. Основные критерии оценки.

    • Мастерство в технике исполнения, как самой куклы, так и деталей костюма (от 1 до 5 баллов).

    • Верность традициям в изготовлении масленичной куклы, соответствие образа и темы (от 1 до 5 баллов).

    • Оригинальность и яркая самобытность (от 1 до 5 баллов).

    • Соответствие образа и темы (от 0 до 1 баллов).

    • Необычный подход использования нестандартных материалов, техник, приемов и приспособлений (от 1 до 5 баллов).

    • Эстетичность изделия (от 1 до 5 баллов).

  1. Сроки и порядок направления заявки на участие в конкурсе.

    • Участники конкурса направляют заявку в оргкомитет конкурса до 21  февраля 2017 года (форма заявки прилагается). Заявку можно направить в оргкомитет по электронной почте molod.admcherjar@mail.ru , по факсу 2-16-84, по телефону 2-10-61, принести по адресу с. Черный Яр, ул. М.Жукова, д.11.

  1. Сроки и порядок проведения.

    • Конкурс проводится 25  февраля  2017 года на площади им. Ленина.

    • Регистрация участников с 9:00  до 10:00  часов у организаторов.

    • Выставка конкурсных работ с 10:00 до 12:00  часов на площади им. Ленина.

    • Награждение победителей и участников состоится на площади им. Ленина во время торжественного мероприятия.

    • Доставка работ к месту проведения и обратно производится участниками самостоятельно за свой счет.

  1. Номинации.

          8.1. Ростовая кукла «Государыня Масленица» — кукла размером от 1 метра и

         выше;

          8.2. Кукла «Малышка» — кукла размером  до 20 см.;

          8.3. Кукла «Лакомка» — кулинарное изделие.

  1. Награждение.

9.1. Победители  конкурса на лучшую масленичную куклу

 «Сударыня  Масленица -2017» награждаются дипломами.

9.2. Коллективная  работа награждается одним дипломом.

Конкурс «Лучшая масленичная площадка»

 

08:00-09:00 – регистрация участников;

09:00 – 11:00 – презентация площадок;

11:30 – награждение, вручение призов.

 Правила проведения конкурса «Лучшая масленичная площадка»

 

Конкурс проводится в течение 1 часа. Судейская коллегия будет оценивать  эстетичность оформления, экзотику приготовления блюд, оригинальность оформления масленичной площадки и разнообразие на масленичном столе.

 

Участники конкурса:

К участию допускаются  организации, учреждения,  индивидуальные предприниматели  с. Черный Яр. Заявки на участие подаются до  22 февраля 2017 года по телефону 2-10-61 в отдел по делам культуры, молодежи, физкультуры и спорта администрации МО «Черноярский район».

Требования к конкурсу:

Необходимо проявить творчество в украшении своей масленичной  площадки и стола. Продемонстрировать кулинарные шедевры  (не менее 5 блюд из мучных изделий),  обязательным блюдом на столе должны быть блины.  В первую очередь  будет оцениваться эстетичность оформления блинов.  Разрешается использование разных технологий приготовления блинов.
